The rapid advancement of cognitive science, neuroscience, and related technologies has created new opportunities and challenges for the development of strategic and governance capabilities. Given the breadth of these fields, identifying and prioritizing technologies with greater potential and attractiveness for future applications can contribute to guiding policymaking as well as research and technology planning. This study aimed to identify and prioritize potential capability areas and key technologies in cognitive science and neuroscience with governance, defense, and security applications, using a technology foresight approach with a ten-year time horizon. The research was conducted in two main stages. First, trends, emerging technologies, application areas, and potential capabilities related to cognitive science and neuroscience were identified and extracted through a systematic and structured review of relevant documents and sources. Second, using the Art of the Possible approach, Potential Capability Areas (PCAs) and Key Technologies (KTAs) were identified and evaluated and prioritized based on two criteria: feasibility and attractiveness. The assessments were conducted by a five-member expert panel with professional backgrounds in foresight, biomedical engineering, and cognitive science. Following joint discussion among panel members and clarification of potential ambiguities regarding the technologies under evaluation, the final scores were calculated and averaged. The findings indicated that the development of neural chip technologies, the use of brain–computer interface (BCI) technology to detect passwords stored in the human mind, and the implementation of metacognitive learning algorithms were among the highest-priority areas. In addition, the integration of cognitive science with fields such as information science and sociology was identified as an area with high attractiveness and feasibility. A comparative analysis of the literature also indicated that, despite differences in approaches and priorities, leading countries are placing increasing emphasis on translating advances in cognitive science and neuroscience into strategic, defense, and security capabilities. Overall, the findings suggest that systematic prioritization of cognitive technologies based on feasibility and attractiveness can provide a basis for directing investments, research planning, and the development of a technology roadmap for the future.
